New 670 gtx. PC won't power up. Any help?

Last week I bought a Palit 670 gtx and installed it into my computer. Fitted it into the pci-e slot attached the two 6 pin power cables and the result was that when I turned the machine on all the fans would spin for a second and then stop. No boot.

Thinking it was a power issue I swapped my Antec 550w Basiq for a EVGA 600w bronze. Same result again. I thought that the EVGA PSU would be enough power although I am not sure.

Tried the old GPU (Sapphire Radeon 4850HD) and everything works fine.

Does anyone have any advice that might help me get my new card to work? Would really appreciate it.

What are your system specs : Ram , Cpu , hard drive etc..

CPU - Intel Q6600
Motherboard - P5Q
Ram - 8GB Kingston
HDD - 1TB (not sure who its made by :/ )
