unless you are building a system that has all the latest components (i7-5xxxK series), then you will just be wasting your money getting those and there will be compatibility issues since you will need a new motherboard and CPU as I have mentioned on the parenthesis. and there is a strong speculation that Broadwell will not get the DD4 support but Skylake will. DDR3 is still very powerful so I don't really see why there is a need to upgrade. As for the PSU, get somewhere between 500-600W power.

Well DDR4 is available on Haswell-E now. However memory bandwidth isn't a primary problem with todays systems using DDR3. In fact there are only a handful of programs that show any significant improvement with high memory throughput.

You can always play the wait game when it comes to building a computer. You could wait and then when what you want now is available, maybe AMD will have a new GPU coming down the pipe and you'll be tempted to wait for that. Of course that's just an example, it could be anything really. If you have the money now, and there isn't something releasing in say the next couple months that you want, pull the trigger now.

There is always going to be something coming out in 1-2 years that promises to make current parts look outdated, if your looking for a pc that will never be out dated your not going to find it, if you need a pc now, get one now.

only thing im unsure about is the PSU, are you saying a Corsair 450 watt psu vs what ever psu we suggest? If thats the case then http://pcpartpicker.com/part/xfx-power-supply-p1550sxxb9 but if you looking at a Corsair VS450, then I dont know much about it because its not available in my region.

DDR3 is still very good and wont give you any issues.
