It should have gone to the trash. If so, open your trash and right click it and hit restore.
Now if you've deleted it from the trash, you can download Recuva from Piriform and scan your HDD and it might find it. That is if any part of where it was on the platter hasn't been overwritten.

System Restore will not recover a system from this type of bonehead maneuver.
OP, reinstall Windows and all of your programs, and do not be deleting things you don't understand.
