My GPU is underperforming! (Counter-Strike Global Offensive especially)

Hey guys,
I just bought a new graphics card, the Nvidia GeForce GTX 980.
It is a total beast.
Wait no, it should be a total beast.
However it seems to be underperforming on my system.
For example, CS:GO, being a game that's now a few years old, is getting 50-80 fps on my system on max settings on my 1920x1080 60Hz monitor. The game acts fine when I am moving, but when I move the mouse around I get really strange jitter lag!
Could anything from my system be throttling it?

I have an i3 550 Intel CPU @ 3.20 GHz
16 GB of DDR3 1333 MHz Corsair Vengeance RAM
and a 650W CS650M Corsair PSU.

What could be the problem?

your cpu cannot keep up with such gpu. bottleneck is there but you can alleviate it by overclocking, else upgrading is your only option! cpu tier 50-80fps though is still acceptible even for such game:)
