Running Arma 3 With Lag(Mid-High End PC)

My Computer Specs Are:
Processor: Intel i5 4670k
Graphics Card: XFX Black Edition R9 280x
Ram: 8 Gb Corsair Vengeance DDR-3
Motherboard: Gigabyte z97x-SLI

I just recently bought Arma 3 and started it up to play. When I got into campaign mode my frame rates were extremely low(22 fps). So i lowered all of the settings and i started to get 26 fps... Is this normal for the amount of money i spent on my pc? I'm thinking I should receive solid performance at normal settings. Or is this just what i should be expecting? How can I get the performance I should be getting?

It's Arma, not your PC. The game is very poorly optimized. I play it all of the time and getting dips into the 20's or lower isn't unusual.

Are any other programs running? The game only uses two cores, so if anything is taking up resources it is likely to impact your performance. Also, you may want to unpark your cores and make sure you are set to High Performance mode.

How would I "Unpark my Cores" and the game is literally unbearable to play... I'm getting an average of 15 fps on multiplayer servers. (Windows 8.1)

Use this utility. Also, make sure you are set to High Performance mode (Power Options in Control Panel).

Low FPS isn't unusual. FPS can depend on the server, though, so try different servers.

Your cores are now unparked. Make sure you are set to High Performance mode and then run Arma and see how it performs now.

I suggest you also add the following code to your startup parameters. Right click Arma 3 in your library and click Preferences, then click startup parameters and copy and paste the code.

-NoFilePatching -NoSplash -SkipIntro -cpuCount=4 -world=empty -maxMem=8192

Alright I did everything you told me to do and I'm getting a steady amount of 30fps on low settings! Is there any other tips/tricks to increase it anymore so far what you told me worked.

Not really, unfortunately. These are some of the things that worked for me. I was getting ~20 FPS or less on my old 990X until I added that string of code and made sure nothing else was using my CPU. A program was using CPU resources (about 5% - 10%). It ran pretty good after stopping that program.

Just make sure that no other program is using your CPU while you are gaming. Open Task Manager and check.

The game likes to use a lot of VRAM (I've seen it use over 3 GB) in multilayer, too. It just loads everything in VRAM, but it seems to work OK as long as you have enough. The 280X only has 3GB, though, so if it wants to use more than that, you may start having some frame rate issues and the game may feel jerky.
