My overclock wont go back to normal

I have an i5-4690k which has a stock clock of 3.5 ghz and I recently decided to try to overclock it. I used a program that came with my motherboard drivers called MSI/Intel Extreme Tuning Utility do get an overclock to 3.8 ghz. I gave the cpu 1.25 voltz and it started to throttle the cpu so I wanted to change it back. I reset the settings on the program and restarted my computer but it still started at 3.8 ghz and kept throttling, so I went into my BIOS and returned to default settings, this still did not fix it. I read online to take out the motherboard battery and start up the pc while it's not pluged to clear the CMOS and I did that. It booted up once at 3.5 ghz and I restarted it once more then it was back to 3.8 ghz. Please help, what should I do?

More than likely that is the turbo boost

do you mean to turn it off or on?

try and disable turbo boost and see what happens
