Have a combo router modem from the cable company and cascaded a two band WiFi router from it. Since the combo only sends 2.4 GHz will I be able to get 5GHz service to my second band on the cascaded router?

How can I access the cascaded router directly?

You mean you plug the second router via a cable into the first. The second router is completely independent it can run different SSID and passwords if you like. You will want to run them on different radio channels on the 2.4g

If you mean you are using the second device as a wireless repeater then that depends on the vendors. There is no way to be sure. Most device do not repeat the signal from the 2.4g into the 5g but there are handful of devices that do even though this tends to be a violation of the security standards...but then again the repeater function itself is not a actual standard its just most router manufacture do in a similar way.

Yes, the second is connected via cable. Can each band be put on the same SSID and different channels, will the device being used seek the best of the three in whatever band it can handle? If not, what is the best way to set this up?

You can put them on the same ssid and it will attempt to select the strongest signal....it mostly works there is also a argument for putting them on different SSID so the end user can control what he connects to. You want to make sure the radios run on different channels no matter the SSID you decided on.
