Even with its weak capacitors, that would depend on what it is you are OC'ing.

On a modern low wattage processor like that, you can, yes. (Sorry, didn't see your rig in your sig until I sent the post)
The CX line isn't that fragile. Johnny Guru has tested a couple small ones (CX430) and gave them a 9 out of 10 score.

I am on my second CX600 (sold the first with my last system). They have good reviews overall and I have overclocked both my systems with no problems. For the price the CX600 is a good PSU

Is the GTX 770 a reference or a non-reference + factory overclock?, for the CX600 though I wouldn't recommend it. There are some outlying issues regarding the capacitor's they used to build it (made in China/Taiwanese) It has Capxon Capacitors on the main board and some other not good stuff.

It does work as a normal 600W PSU as its a budget one, but for overclocking I wouldn't. Maybe get some alternative from XFX, Seasonic, EVGA, SuperFlower and many more. You can also check TomsHardware recommended PSU list.

Speaking of Tom's PSU list, they show the CX line in the 3rd tier.
"Power supplies fully able to meet ATX specs, although closer to the edges of the limits than higher tier units. Still solid units."
Not the best for OC'ing, true. But do-able. I OC'ed a bit with my CX 500 and a Ph II X4 w/o any issues. But it is best to get tier 1 or 2 unit for serious OC'ing.
