GPU not detected on fresh install

Reinstalled Windows 7 64 bit with Radeon R9 280X

Everything working, except cpu won't detect the GPU. It is powered on, PCI-E cable connected. Tried everything. Installed/uninstalled drivers multiple times using Driver Sweeper and tried other solutions after looking up my error from AMD Catalyst driver install "Install Pacakge Failure". Restarted CMOS, ensured BIOS settings were okay.

Correct me if I'm wrong, the drivers are irrelevant if the card doesn't show up in Device Manager. Not sure what the issue is.

you wanna check if the card show up when you uninstall all video drivers and reboot.

I already tried uninstalling the drivers. Did not resolve.

may help reinsert your gpu (power off your pc disconnect from the wall power cord)

Windows is software and if card was working properly before fresh install and you sure when you removing card you connect all power cables back no short circuit. then probably card vent bad.if you motherboard have on board graphics try use thous.
