Character movement animation glitch in Skyrim

Requesting advice regarding the cause of a strange horse riding glitch: the movement of the player character while riding a horse are stuttery and glitchy, which manifests most prominently as the shaking of the camera behind the rider. The camera shaking is probably caused by it being tied to the glitchy character model on the horse, as it decreases in intensity the more the camera is moved towards the sky and thereby presumably becomes less tied to the rider model. The camera needs to go so high its not possible to avoid the glitch that way, but when viewing the horse and rider from above, the glitching, stuttery animation of the rider is clearly visible.

When walking or running on the ground, or standing still while mounted, there is no visible problem, while the mounting and dismounting animations are noticeably stuttering. It seems that the player character model starts stuttering when coming to contact with the horse.

The problem is present in the vanilla game, less discernible but there, and is exacerbated by installing the RealVision ENB (RealVision itself). It is present in same measure with or without the unofficial patches. The glitch appears without regard to the framerate, even on 60 fps. It only appeared now that I installed it on my new rig (current GPU: Radeon R9 290 gaming from MSI)

This effectively renders one of the main game mechanics headache-inducing and unusable. I'd greatly appreciate any light cast on this issue.
