Low FPS with low cpu/gpu usage

Hi,

I am playing Tomb Raider and have noticed that my FPS can drop under 20 while the gpu and cpu usage are not anywhere near 100%. I am monitoring the four cpu cores individually. I am running max settings but with hair set to normal, v-sync at triple, and using 16xQ CSAA through the NVIDIA control panel. When I run the in game benchmark at these settings I get an average of 60fps with a minimum of 56fps. I am just a little frustrated that this is happening, and I cannot figure out why. Thanks for any help.

Resolution: 1900x1200
CPU: i5-4670K @ 3.4GHz
MOBO: Z87-Extreme4
GPU: GTX 770 2GB
RAM: G.Skill 8GB
PSU: Corsair CXM CX750 750W

It is probably just lag spikes from internet or just a part of the game that is intense. I have the exact same specs and on Borderlands 2 I'll get lag spikes sometimes too.

Well, I figured out a big part of the problem. In the power setting for my PC, I had it set to run in power saving mode. I changed it to performance mode, and the game was running much better, utilizing more of the available gpu memory.
