Help! PC won't boot

So I started building my first pc. Everything was going great, I got everything in the case, and then did some cable management and then plugged it in. I then plugged in my moniter into my video card. (My MOBO has no video output) I turned it on and heard 1 long beep and 3 short ones. I knew this was bad and looked an the gigabyte site and found out that it meant it was a graphics card error.
Does this mean that my Graphics card came broken or am I doing something wrong?

Yea I have many times now.
It's strange because the fans spin fine.

My graphics card is a saphire Radeon r9 270x my MOBO is a gigabyte 970 and my cpu is fx 6300
