So i installed windows 8.1 and really disliked it. I then uninstalled it after 30 minutes of use. It is the full 32/64 bit version. my question is since i uninstalled it and have the key, if i sold it to someone else they could install it and use it right? maybe they will have to call the microsoft automated phone line to get it activated which is easy. Thanks for the help.

In most jurisdictions, it is probably technically illegal.

30mins thats it? You could have used an application like Start8 to give you your start menu it would make Win 8.1 an improved version of 7 (Improved file transfer window, improved task manager, improved thread scheduler, Native USB 3.0 support, etc). But to answer your question yes a Full Retail copy can be sold as long as you are not using the keys anymore and you give the recipient the disk along with keys. BTW according to the rumors Windows 8.1 owners will get free access to Windows 10 upon release next year. That is free to try now if you want to see what it is like.

Did you try Start8 (it is a $4.99 add-on) from Stardock. It makes all the difference in the world....brings back the start button....

Anyway - If you deactivate your installation, you can install it on another computer....you are not allowed to have an active installation on multiple computers.

Hey guys i was also very upset because i could not get windows 8.1 to install my usb wifi drivers so i was not getting any internet. I uninstalled it and installed windows 7 and everything was all set ready to go. So just to make sure, since i have windows 8.1 completely uninstalled and have the activation key for it and both the 32 bit and 64 bit disks someone else should be able to install and use this on a different pc with no problems right? Thanks.

Yeah it should work. The retail keys are designed for that type of use if it was OEM then it would be bound to the system it was installed on forever (motherboard). As far as the usb wifi issue always check with the manufacturers site to see if they have drivers for the latest OS for your device as those issues may come from a lack of support. Sometimes you can also find current reference drivers for network devices from the chip manufacturers (Realtek/atheros/ralink etc). Although in this case you need to know what chip is used in your usb wifi card.
