PSU Turns On For A Moment When Plugged In

When I plug in power into my PSU the computer turns on for a moment, the CPU and case fans start spinning and the light on the power button comes on and then a split second later it turns off. Is this normal for a computer or should I be worried that the PSU is bad? I have a Dell XPS 8500 and it has a "Switching" Power Supply if that helps at all.

Well that's what I do generally but I have to unplug it when I'm cleaning it or installing new parts. The system is only a year old and it's been doing it since I got it so I figured it was normal for this system but I thought I'd check.

The PSU just puts out a short burst to see what response it gets. If the PC isn't turned on, it goes back to sleep.

I can confirm with i7baby about this, I install a lot of new Dell PCs and they all do that when you plug them in.
