clear, shifting line across screen

i have strange problem. on monitor (connect through dvi to hd 6950) ONLY when watching videos or playing games on the lower part of the screen i see a clear horizontal line that kind of flickers. my first thought was that its the graphics card, but i i have the same issue when playing xbox on my tv screen (not the monitor) xbox connected to onkyo receiver, and receiver to tv.
i have not tried anything since i have no idea what the problem might be. both tv and monitor connected to pc monitor via dvi and tv via hdmi, but the same problem happens on tv (even worse cos it goes across most of the screen) while playing xbox, which has nothing to do with the PC.
Any help is appreciated.

Check your cables.
If this issue is happening on both your PC and XBOX, and on your TV and monitor, then it's probably some bad cables.

i have thought about the cables, but why would they go bad both at the same time? but still will try that, thanks.

I don't know why, but sometimes things like that just happen.

If the cables aren't the issue, try bypassing your receiver and going straight into the monitor/tv. If that works than your receiver is the problem.

i also read that onkyo's are not so reliable but the monitor is connected straight to the GPU

I've also heard similar about ONKYO recievers, which is one of the reasons why I thought it could be the reason. Even if it wasn't an ONKYO its still something that should be checked.

If your PC is connected directly to the monitor then yeah, I'd say it's probably the cable.

alright, thanks for your help. just want to make sure we are on the same page. a PC with a GPU, from the GPU one cable (dvi) connecting Monitor, second cable (hdmi) goes to the receiver and hdmi from receiver to the tv. Solution to my problem: check the cables.

Yep. I think I know what your saying.
Is that HDMI coming out of the PC as well?
