Laptop Cpu fan briefly spins on boot and stops even with new cpu replacement fan.. plz Help !!!

I have a HP pro book 4530s and its about 2 years old ... recently i had an issues where when i would boot my laptop would give an error at the boot saying "One of your cooling fans have stop'ed working " so basically i puled out the back cover of the laptop to check and noticed the cpu fan was not spinning .. every time i rebooted the laptop it would just shake a bit and stop and not turn after that.. so opened the laptop ..removed the fan .. cleaned it up properly and placed it back and still no results ... so i got a exact replacement fan and plugged it back in and i still have the same problem ... but with the new fan sometimes it would give the error saying (One of your cooling fans have stop'ed working) and sometimes it would boot up properly with the fan off ...anf for the fan to start turning i have to manually give it a push with the screw driver and then it would start ... please help i am confused ...is it the mother board that is faulty or am i doing something wrong .... ???? :(
