You have a weak CPU and GPU for gaming at a high level. A lot depends on what settings your trying to game at. You can probably get fairly good fps at medium settings but if you want high or ultra settings, depending on the resolution you're running at, you need a better GPU to start with and possibly a better CPU as that one will be likely to bottleneck a high end card.

Before any of that though, you need to make sure you're using the outputs on the GPU card and not the integrated graphics from the motherboard. You can change the default graphics card in the BIOS but you still need to make sure you monitor is connected to the card and not the motherboard.

If it is already connected to the card then you're ok in that regard. If that's the case you either have you game settings too high or else that's just the best you're going to get with that hardware. 30 fps might not be too bad considering that. Probably also help if you had an SSD installed. It wouldn't help with FPS but it would significantly increase loading times.
