Help pls : lagging in spite of having R9 270X

Hello, I am a new one here, from India..........and I have a question for you. Now, my PC specs are Gigabyte H61M-S2P R3 mobo, Kingston 1333 MHz 6 GB RAM........XFX AMD Radeon R9 270X gfx card and intel core i3 2120 3.3 GHz cpu. These specs are not bad right now for gaming, as r9 270x has a bandwidth of 192.0 GB/s........but when I try to play Watch Dogs on my Win 7 64 bit OS , it provides me an avg. of 20-25 fps on medium setting (1280x720 lowest possible on my card & 16:9 monitor). Should I need any new processor like i5-3570k........I mean does the i3 2120 processor bottlenecks my GPU...by the AMD list, it is a great high end XFX GPU........will i5 provide me 40-50 fps in at least High ( not in very high or ultra high) setting?? any help will be appreciated...thank u
 
WatchDogs is tough on systems. If you had a high end CPU and used a 270x you should expect 60fps on High 1680x1050. I say this cuz the GPU is not the issue in causing low fps. It is the CPU.

Your CPU is probably comparable to a Phenom X6 1100T. The newer, 4130 is much better than 2xxx series.

As we have said before, your CPU is causing this.
 
Solution
Run GPU-Z or MSI Afterburner and look at the GPU and CPU load .
Try the following settings and make sure the video driver doesnt overide them :
AA :Temporal MSAA , SMAA , FXAA , AA disabled
Ambient Occlusion :MHBAO or HBAO+
GPU max buffered frames : 2
Motion blur : off

When I run MSI afterburner, it shows that

Max GPU usage : 67%
Max CPU 1 usage : 92 %
Max CPU 2 usage : 88%
Max CPU 3 usage : 94%
Max CPU 4 usage : 84%

This was in medium setting with motion blur on.
Is it bottlenecking my GPU???
 


No , if the GPU load is 98-100% . Your CPU is good for R9 270X .

So, if I buy a i5-3570k and overclock it to....say 4.5 GHz, I won't be able to see much diff like 40 avg fps on ultra or very high...right?
 
You might be able to get lucky and find something like a 3470 for sale. It will help you achieve High settings compared to what you are getting. However, as said, it could be hard to find but maybe someone is selling theirs cuz they want to upgrade their system.

The RAM is fine. It is 1333MHz but that is ok for gaming, and 6GB is enough.

I think that I should change my mobo......cause I want to overclock CPU........I will have as much bucks as to buy (2015) a new AMD system like ASUS M5A99FX Pro. V 2.0 mobo and a AMD FX 8350 CPU.......AMD is cheaper here so I think it is better to buy a new one than a second hand......btw will you answer me....... " Will my corsair VS 650 allow me to overclock FX8350 and R9 270X at the same time????" it allowed me overclock my XFX R9 270X GPU to 1500 MHz (previously 179.2GB/s, now bandwidth is 192 GB/s)......thanks for your opinion.
 
The 8350 and 270x will be fine on 650W. No worries there. If you do overclock the CPU then get the 8320 not 8350. Why? They overclock almost the same but the 8320 is cheaper. On a head to head comparison review the 8350 was 4.8GHz and the 8320 was 4.7GHz....so no real world difference. I'm starting to feel hesitant to recommend the 83xx unless at great price. It has been out for almost 2 years.

But....FX 8320 comes with 3.5 GHz, where 8350 comes with 4.0 GHz. If I overclock 8320 and 8350 both to 4.4 GHz, will 8320 consume much more heat than 8350 as it is overclocked much more??? Again, will a cooler master Hyper 212 TX3 or evo be good cooler for it? Thanks. You helped me as a best friend.........thanks again
