I can't figure out why my system has a strange stutter in games, and mouse issues.

GTX 760
x79a-gd45 plus
Samsung 840 pro ssd
Corsair cx750m
Windows 8.1
These are the parts i'm using, it is functional except for I cannot for the life of me pinpoint why in game I have a constant muddy stutter every 10 seconds or so. I've fresh installed my OS multiple times, updated all drivers and even the bios. I've tried basic overclocks, put on high performance in windows, graphics card etc. I've tried many bios settings and this has been an ongoing issue for months. I'm at a complete loss and don't know if it could be a piece of hardware that's causing a hiccup or settings that are conflicting. I have minimal programs and almost nothing for startup, it's a pretty clean harddrive.

Can you post a screenshot of the stutter?
Have you tried a different cable to your monitor?

I've tried many cables, and I don't think a screen shot would do it justice, i notice in resource monitor that the cpu usage is really high on all the logical processors, but for example league of legends which is one of the few things running, shows at max 3-5% cpu use. Also, it doesn't matter if I use v sync or cap my fps. It is obvious no matter what. I can cap it at 30, 60, even 300 and it is still the same issue.

if the video card and another pci device is using the same memory or irq it can cause issues. try turning off non needed com ports and printer ports. see if the studder still there. if it is try turning off onboard ethernet then sound see if the video plays fine. make sure your ram sticks are the same speed and sizes. in the bios turn on xmp profile if you have it. make sure the ram running at 800 speed on memory bus. (using cpu-z).

If I only have 1 video card, that is my only pci device right? And how would i go about turning off non needed com ports? Ram are the same size and speed, and I also tried using only 1 at a time to see if one of those could be the culprit. Another dumb question, if I disable my ethernet how am I supposed to test my video and the stutter, since it is only obvious in game? Also when benchmarking my card I get around 180 fps no problem. Sorry if all the info is random, but i'm trying to give as much as i can as i think of it.

Also wanted to mention ping is extremely good, as well as my upload and download speed. I use a wired connection, mouse and keyboard.

I would then suggest you RMA the GPU. Do you have a friend that can lend you a GPU for a while to see if it still happens?

If I disable the graphics card, the system uses extremely high cpu. I uninstalled and reinstalled the drivers for the graphics card and league of legends used 100% cpu with 10 frames on the lowest possible settings.

I would blame the hard drive. Test it to make sure it's not failing. Stutters can happen if the drive isn't fast enough to stream data to the game. Also try playing LoL with on-board graphics.

I've also noticed one of my cores reaches 100% cpu usage while in game and it quickly drops as soon as I alt tab. Ran memtest last night with no errors, throwing some more info out. Thanks guys
