How much is the GTX 750 ti capable at 720p?

1)I heard that the 750 ti can play the latest games at med - high and some AA with 30+ fps on 1080p. So, can it run games on ultra, 2x AA and physx with 30+ fps on 1366 x 768?
2)Will the games get much more fps if i use i5 4440 instead of an i3 4130, and 8gb ram and 750 ti(how much more fps)?
I can hardly run games with 30 fps on medium on my current build. The fps goes down all the time.
My current build is
Core 2 quad Q9550 2.83 GHz
4gb ddr3 ram
MSI GTX 750 ti OC
Windows 8.1 64 bit
Since the Q9550 is not much weaker than the i3, why am i getting low fps in games?
Thief can be played on medium with 30 fps.
Watch Dogs can only be run on medium settings and still fps drops down to 20 at times(20 - 30)

Two games i can max out are Tomb Raider and Metal Gear Rising Revengeance.
In Tomb Raider, i can set everything(including TressFX) on max(Ultimate preset) with Vsync and i get 60+ fps.
Metal gear rising Revengeance maxed out gives 45 - 60 fps.
I don't own any other latest games.
Assassin's creed 3 maxed out gives close to 60 fps most of the time, but drops down to 20 - 30 sometimes, can max out all previous AC games and all 2012 and older games i tried.
I have the latest gpu drivers. I don't do anything else when gaming.
Shouldn't i be able to play the other games on high - ultra as well? Why just 2 games?
