PCI-e 3 running at PCI-e 2 speed

Hi all. I got a MSI 970A-G43 motherboard. When i was buying it i didn't know a lot about pci-e stuffs, i kinda bought it based on its am3+ socket and the support for my fx 8350 cpu. Now, recently I installed a R9 280 x and HD 7950 in crossfire.But in the catalyst control center its showing that the r9 280 x is running at pci-e 2 x 16 and the hd 7950 is running at pci-e 2 x 4. I wannna know that why is it running at pci-e 2 instead of 3? My mobo is pci-e compatible. Is it because of my processor fx 8350?
p.s : I checked the gpu z render test too but for both the cards it never goes to pci-e 3.

Another question is that i want to buy a new motherboard replacing my current one, as in dual card config it runs at pci-e x16,x4 mode which i suppose isn't very good. So the ones i thought about purchasing are MSI 970 GAMING Motherboard, MSI 990FXA-GD65 V2 Motherboard,
ASRock 970 Extreme 4 Motherboard
. So between these 3, which 1 would be the best choice?

All AM3+ boards run at pcie 2.0, no 3.0 on those chipsets. All 970 chipset boards will run at x16, x4 in crossfire. 990fx runs x16 x16. Also that MSI 990fx board will not support the fx-8350

Yeah, that motherboard you have only supports x4 on the second slot. I don't think any 970 motherboards support PCIe3.0. None of the ones you list do anyway.

Having said that PCIe 2.0 x8 is actually fine for those cards. You just need a motherboard that will give you x8 on each slot. All three of the boards you list will do that, and all have 3 slots between the PCIe slots so your second card doesn't get suffocated. Just grab whichever one has the price and features you want.

Sorry for asking this but I'm totally new about this..so why the msi 990fxA GD65 v2 won't support the fx8350?I'm curious! The fx8350 uses am3+ socket which this motherboard supports isn't it?

According to MSI's website the CPU max support is the Phenom II. Just because it has the same socket does not mean its compatible
