Computer keeps restarting, can't boot properly

Hey guys. Lately I have been having issues with my computer as it constantly keeps restarting. I monitored the CPU temps and they go to 70 on full load. All fans seem to work fine. One strange thing is that my power supply is getting really hot very fast.

Right now I can't even boot my PC. It just shows the first picture of the mobo and thats it. Neither the keyboard or mouse are working and it just stays frozen.

It is one of those cheap power supplies that come with a prebuilt computer. If that is the problem I can easily swap it because I have one more that is working.

Then swap it and see the result.

The problem is the wattage. It is 300watts compared to the 430w with the problems. Not sure if it will be enough.

AMD Athlon X64 Dual Core 3.1GHz processor, 3 gigs of ram, ATI HD3600 video card and 500gb harddrive

A 300W is enough for that.
What are the PSU's you have?

The smaller watt one is a Seasonic. Never gave me problems for three years. As for the problematic one, I have no clue. It only says model LPK12-30

Swap the PSU. It can handle it. Seasonic make great PSU's.
