My question is which one of these PSU's is better?

Corsair VS550 550 Watts PSU which gives 85% efficiency and 42A on 12V rail.
or
Corsair CX430 430 Watts which gives 80% efficiency and only 28A on 12V rail.

Why is CX better than VS for graphic cards? Which one should I buy for Sapphire R7 240GB graphic card?

Both cost more or less the same i.e Rs. 3000. Please suggest which one should I buy or are there any other options in this price range?

Neither, they're both very poor quality, and not recommended at all, a much better PSU for 2.9k:

Its much better quality wise, and plenty for that GPU.

Okay. But I heard it has a UK standard plug and I need to do some tweaks for it. Plus, is 450 Watts enough for my Sapphire R7 240 1GB DDR5 GPU and other components like 1TB external HDD?

If you buy that PSU from an Indian site, it'd come with an Indian socket, and the wattage is more than enough. R7 240 is 30W card and HDD doesn't take more than 8-10W.
