VGA to RCA PS3

No.
The adapter is for connecting a TV to a laptop, so the VGA connection is the input, not the output.
Also, this isn't an active adapter, it simply breaks out pins from the VGA connection where the VGA connections supports TV output via the VGA connection.
Having a quick look on e-bay myself I couldn't see an adapter suitable for what you want.

Similar to the first adapter you linked, this is for taking video out from the VGA output of a laptop to connect to a TV.

This adapter should work to convert component video to VGA:

Sorry for bugging you, will this work? (http://www.ebay.com.au/itm/NEW-PC-Laptop-VGA-Output-to-...) and how would i activate it? Like what buttons do i press? (it has arrows so i was just wondering how would i do the PS3 to monitor thing)

This is different to the first two adapters you linked, but still not what you need.
This one can converts a standard VGA source into VGA, s-video and composite.
The problem is that you want component or composite video to be the source, not the output.

I know, but i really need something that is on Ebay AU and $20 is my maximum budget. Please help me fine one.

I'm happy to have a look at what you find if you are not sure but if you know it won't work there is no point wishing.
What you are trying to do is unusual and you won't find a lot of places to buy something like this.
Frequently people want to display a computer output on a screen designed for component or composite video.
The idea of trying to display content designed for a TV on a computer monitor is much more unusual.
Among the reasons for this is that is that it will look terrible, with a low resolution analog source converted to digital and upscaled by the monitor.
Anything with a component or composite output is designed for old CRT televisions and will never look great on an LCD TV or monitor.
You really want something with a HDMI output to suit these displays.
