Is there a difference between a "ex: EVGA reference GTX 980 and Palit reference GTX 980" ?
is the quality the same or just a different packaging or more freebies?

reference means nVidia's design, manufacture and tested by nVidia themselves right? so meaning that names like Asus receives the cards from nVidia and put it in their box or do they receive a blue print then they make it on their (ASUS) factory?

The difference is in the manufacturer mostly which means that EVGA would have the win on quality of support service not a big difference in the actual quality of the card.

you can kinda look at it like this

this is a NVidia reference designed card and just about spot on to NVidia designed

this is more aftermarket and improved by the cards manufacture and will come with a custom cooler and may have designe changes like better memory for there oc cards and better vrm's and so forth

They receive a blueprint!


So not all reference card are equal? Because companies like Asus recieves a Reference blueprint and manufactures it. So lets say Asus has a much better facility than palit then that would mean that the quality control would differ "even if its a reference"

It can mean that one company uses better quality components such as capacitors rated for higher temp and so on.
