Boot failure press any button to restart?

i had my hard drive formated because it had some bad sectors on it, so yesterday i installed windows 8.1 no problems downloaded some drivers and apps and everything was cool but before i shut it down i was downloading something and set my computer to auto shut down when finish.
today when i opened my pc i got boot failure. i decided to repair the windows from the flash drive that i installed the windows from but i got The drive where Windows is installed is locked.Unlock the drive and try again.

Remover all USB devices connected to your pc except kb/mouse, unhook any other hdd if ever except the drive where windows is installed.
Go to UFEI (bios) and check your boot sequence, ensure you it prioritized the drive where windows is installed then restart.
If you gonna try usb to re-install windows, make it inserted in usb 2.0 port (not the usb 3.0) on your motherboard.

thanks for answering i did what you said nothing helped.
let's just leave Reinstalling windows as a last choice
