Decreased performace: HDD + Windows XP -> SSD + Windows 7.

I have tried switching from Windows XP + HDD to Windows 7 + SSD - to no avail. The number of FPS generated halved for no apparent reason (I've done the necessary tweaking to run the system on an SSD).

Old specs - 140 FPS (CSGO), 100 FPS (Dota 2):

OS: Windows XP 32 bit
Drive: HDD Western Digital 1 TB

RAM: Kingston 4 GB DDR3
CPU: Intel Core i3 540 3.07 GHz
GPU: nVidia GeForce 8800 GTX 768 MB RAM
Motherboard: Gigabyte GA-H55M-S2
Monitor: LG Flatron L1780U Ultra Slim 17"
Resolution: 1280x1024

Temperature: 65 C (idle), 75-90 C (Dota 2/CSGO)
CPU usage: 7-14% (Dota 2/CSGO)
RAM usage: 750-1000 MB (Dota 2/CSGO)

New specs - 70 FPS (CSGO), 40 FPS (Dota 2):

OS: Windows 7 64 bit
Drive: SSD SanDisk 128 GB

Question: What is the reason of the decrease in performance? Is my CPU at fault? It seems to give 50% worse results on the benchmark (on Windows 7, on Windows XP it seems to work just fine?).

Partly solved: I've installed Windows 7 on the HDD and I've noticed that SpeedFan records temperatures on both CPU cores separately. The thing is, it recognizes only one core when run on Windows 7 installed on the SSD. Drivers are up to date on both drives. I will install the chipset drivers once again on the SSD and see if that works out. I will do a clean install (this will make it the third one) on the SSD.

EDIT #1: Task Manager sees 4 threads on HDD+7 and only 2 threads on SSD+7. Device Manager sees 4 threads in both instances. What's going on?

SOLUTION:

Start > Run > msconfig > Boot > Advanced Options > check number of processors: 2 > reboot > uncheck number of processors > reboot > suddenly 4 processors appear > check number of processors: 4 > reboot

Task Manager recognizes 4 threads on SSD+7.

EDIT #1: FPS/performance back to normal.
