Check if you have connected the power lanes correctly. All of those should have a tight connection. In my opinion, just check if th mobo power supply and the CPU fan power supply is connected.Make sure the fan starts along with the system!

Check that the light on the motherboard is on when the PC has power but isn't booted up. If it is then the motherboard ans CPU are ok so it must be that the new CPU cooler isn't working because the PC won't turn on if the CPU isn't being cooled. Try connected the cooler to different connectors, there are usually quite a few near the one for the cooler that are just for case fans so it might be that it's in the wrong place.

Are you sure it's correctly mounted? Fan cable connected? Did you put on the proper amount of thermal compound, or does the cooler come with some pre-applied?? Sometimes coolers will come with a plastic cover that needs removed before installing. When you say it doesn't start, do you mean not at all, or power up for a few seconds before shutting off? If it's turning on for a few then shutting off, it's due to overheating and the processor/motherboard shutting down to protect itself. If it's not turning on at all, check any cables you may have bumped or moved around during assembly. If neither of these work, try removing and reinstalling the cooler.
