4770K can't get past 4.3GHz

I have a 4770K overclocked to 4.3GHz at ~1.26v (I know, not great) but no matter what voltage I use (even 1.31v) it wont run at 4.4GHz.

I have a Noctua NH-D14, and ambient room temps are quite low, so my max 24/7 voltage is around 1.29 (at 4.3GHz@1.31v i got temps of <91c with no throttling)

Have I made a mistake in my BIOS settings somewhere (posted below) that is a bottleneck, of have i just got a really bad chip? When i bought this chip i was hoping to reach around 4.6 at least.

Full system spec:

CPU: 4770K
Cooler: Noctua NH-D14
Mobo: ASUS ROG Maximus VI Formula
RAM: 16 GB Corsair Vengeance 1600 CL9
GPU: 2x Asus GTX 570 DCUII in SLI (and intel 4600)
OS Drive: 2x OCZ Agility 3 128 in Raid0
Other drives: 3tb, 2tb and a 1tb

I've disabled most of the power saving features since that's what was always recommended on other platforms, although I've heard it doesn't make much difference to Haswell.

So, is this just a really bad chip, or is there something I can change in my BIOS that can get me another 200MHz?

Yeah that's CPU-Z incorrectly reading the FIVR input voltage as VCore.
