cpu heat load

Hi
I have this pc many years and now i removed cpu heatsink (never did this before) for replacing cpu with new one. When i removed old cpu it had little paper on it as picture shows there. I think its not normal. CPU was 100% load when gaming old low resolution games and was 60C on full load. Should this little paper be problem? New cpu 631 has 16C on idle 30C load. Old cpu was celeron D 346.

That scrap of paper definitely should not be there. It's hard to say what the result of it being there would be, though. But 60C at full load is not out of bounds.

I dont think that it would affect the cpu, because it is not on the pins.
