Laptop CPU Turbo boosting unnecessarily

I recently installed an SSD into my laptop so I've got a fresh install of Windows 7 then passed it off to my girlfriend to use. My desktop graphics card just kicked the bucket so while I'm waiting on an RMA i'm using the laptop again. Very quickly i began to notice that this thing was kicking it's fan into high gear for noooooo reason. My GF mentioned it too that the fans got very loud while browsing the internet and such. I have a Samsung series 7 chronos about 2 years old (really awesome laptop). After a bit of investigating I found the CPU was idling around 70 c which was super weird then i noticed it was clocking at 3.3 ghz which is the max turbo boost for the included 3615qm. Using the power settings I can throttle the max CPU usage, which i have, but can anyone recommend a better answer? I just want turbo boost to be adaptive as it was intended. Maybe I'm missing some software or something i dunno. Suggestions?

I don't know if this thing has a bottom intake fan but if so could it be obstructed with cat hair or dust etc....?
