Yeah these are great choices for your build.

The XFX PSU is a great choice , very solid and should be able to provide stable power to the system.

4.4 Ghz should be achievable by a good aftermarket cooler then ; like CM Hyper Evo 212 or a more expensive option : Noctua CPU Fans.

The RAM has nothing to do with the OC , Better tell us your PSU.

The Silicon lottery is most of the time hit or miss but judging by the potential then this configuration with a good solid PSU should be able to achieve high overclocks as the Gigabyte 990XA is a solid motherboard.

Also Make sure that you have a good heatsink for your CPU as they run very hot.
