windows 8.1 vs windows 7 64bit in terms of fps

Does windows 8.1 increase fps in games
I'm building a rig with
Athlon x4 740, r7 260 1gb gddr5 oc (with mantle)
and 4gb 1600mhz ram(1 slot used)

I want to know if windows 8.1 will increase frame rates in bf4 multiplayer and if yes, is it a big improvment

As mainstream support for windows 7 ends in january 2015, will windows 7 get updates for direct x12 when it comes out?

I noticed a little bump in FPS when upgrading (maybe 5%), but the big news for me was being able to keep my second monitor "awake" so I can view YouTube videos or help guides while playing a game while in full screen mode.

I personally don't like playing in windowed mode, because my monitors have different refresh rates (60hz and 144hz), so that's what sold me.
