This is effectively my first build (first in like 10 years), and I'm not getting to POST. It will power up completely if I unplug the CPU power, but if I leave the CPU power plugged in, it shuts off after a second. The motherboard is sitting on a box (so it's not a case short afaik), only one RAM stick, no SATA drives plugged in. Power supply is a Corsair AX 760, CPU is an Intel i7-4770K, stock cooler for now. I've been slowly amassing parts over the last year or so and finally got around to building now, but everything is new, in-box. I suspect it's the CPU, based on the shut-down behavior. I tried re-seating it, but it didn't help. I don't have spares I can test with on hand either. Any suggestions would be great.

Because the i7 4770K is the 4th gen cpu, the MB( Z87) need the new BIOS to support the i7 4770K.

Check the list the Z87 MB can use the USB BIOS flashback, if your MB is on the list you can use this feature. If it is not on the list you either use other 2nd or 3rd gen cpu to update the bios ( because I don't know the MB model, but all the 2nd gen cpu will be fine) or RMA the MB to get the Z97 MB.

If you can use the USB BIOS flashback, you download the BIOS file, and rename it to XXX.CAP, then plug in to only the USB port can support the BIOS flashback, check your MB manual.

More info like support USB BIOS flashback.

I tried updating the BIOS with the CPU power disconnected, but it doesn't do anything. The power to the whole motherboard shuts off after a second if there's power going to the CPU, so I can't update the BIOS with the CPU on.

Which model do you have? The Z87-A, -C, and -K does not support the USB BIOS flashback. And you are out of luck.

If your MB does support the USB BIOS flashback, you does not need the cpu in the socket and other hardware too, only connector the 24pin and the 4 pin or 8pin. You need make sure you rename the BIOS file, for example, Z87 pro will be like z87P.CAP and the USB will be in NTFS format too.

I have the Z87-Deluxe. I already downloaded and renamed the file; according to ASUS's site, the USB stick should be formatted to FAT32, not NTFS. I haven't tried it without the CPU in the socket yet, just with the 24 pin power connector in. If I plug in a 4 pin CPU power connector (with the CPU in the socket), the whole thing shuts off after a second.

Like pauNZ said you don't need the cpu, all you need one USB with BIOS file ( XXX.CAP), MB, and PSU, without any other hardware. And plug into the 24pin and 8pin ATX12V or EPS12V Connector, if your PSU have 4pin then use it. Just take out the cpu, you will be able to update the bios. If you install the cpu, and you can't do it just like you right now, you will have the problem.
