Win 8.1 says 15,5 GB usable RAM but system can't go over 8 GB

I'm running Windows 8.1 Pro, 64-bit. I've recently installed 8 gigs more to my system but even though I can see my installed RAMs on BIOS and on Windows, no matter how far I push the system it never uses more than 8 GB, and some programs even start giving 'not enough memory' error.

My motherboard is Gigabyte GA-Z77X-UD3H.

Well, 2 of my RAMs are 1333mhz, 2 of them are 1600mhz and different brand, that might be the problem?.

What is windows showing your total RAM installed? Do you have the RAM settings to the lowest speed/timings of your RAM?

Windows shows 16 GB of RAM installed, 15.5 usable. I used to have them all on 1600Mhz but now I'm using the default BIOS settings and problem still exists.

Edit:
Okay, turns out when I use default settings, my problem disappears. But now all of my RAMs are on 1333Mhz, when 2 of them should be 1600MHz.

Why can't I pump them all to 1600Mhz?

Why do you think that might be? you think it might be because a pair are rated at 1333?
so the system can only go as fast as the slowest?
think that might make sense?
or do you think that because you have a pair at 1600.. your 1333 pair can now magically go at 1600?
What do you think?
You could try OC it.. but by default.. you being silly.

Sorry, I think I wasn't clear but when I overclocked my two 1333 RAM to 1600, I get the mentioned problem.
