The best cooler for under 70$ would be the Noctua NH-D14:
PCPartPicker part list / Price breakdown by merchant

CPU Cooler: Noctua NH-D14 65.0 CFM CPU Cooler ($68.88 @ NCIX US)
Total: $68.88
Prices include shipping, taxes, and discounts when available

Of course, if you're looking for something under 40$, then the 212 EVO would be my choice:

CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler ($35.23 @ Amazon)
Total: $35.23
Prices include shipping, taxes, and discounts when available

If you have the room in your case for the Corsair AIO, it would be a good choice for the money. I have a C60 (120mm) in one machine and a 212 EVO in another. Cooling seems about equal, so the 240mm AIO should be even better. Be sure to follow the instructions for fan direction for best results.

Why spend 20$ more for the D15 while all you gain is a few degrees celsius less?

I wouldn't recommend CLC kits as they have a chance of leaking ir having the pump or water block fail. Would you risk your entire system for a 100$ cooler? I wouldn't.

Actually there is a very slim chance of leakage with corsair liquid coolers and if there is a leakage and that damages other parts of the system corsair takes the total responsibility for the damage but there is always a chance of pump getting bad but the cooler comes with 5 years of warranty.

The NH-D14 is your best bet:
PCPartPicker part list / Price breakdown by merchant

CPU Cooler: Noctua NH-D14 65.0 CFM CPU Cooler ($74.18 @ NCIX US)
Total: $74.18
Prices include shipping, taxes, and discounts when available

No pumps or waterblocks, the fans are the only moving parts. Even if they fail, you're not going to fry your whole system.
