Impossibly frustrating boot bug - constant startup repair failure

I've been through a series of terrible computer problems lately, I'll try and be as detailed as possible:

The problem started when I first did a bit of hardware upgrading to my computer, which included the installation of an MSI motherboard and a Blu-ray Disc drive. When I attempted to boot my computer after this upgrade, it would not load windows 7 and instead prompt me to launch startup repair. If I either did this or attempted to launch windows 7 normally, the computer would simply reset and bring me back to the same prompt. Occasionally startup repair would load, but it would consistently fail to do anything every time it did.

I couldn't fix the problem so I brought my computer to a local repair shop. They insisted that the computer needed a new 1tb hard drive and a 250 gb solid state drive for windows, as well as a new antivirus software. I went along with what they said, and they charged me a good 600 dollars to buy all that stuff and install it.

After that they said everything was working fine, so I took my computer back and brought it home. 2/3 times I booted up the computer it would just do the same damn thing it had been doing. 1/3 times it would just start fine. This lead me to believe that perhaps there wasn't enough power coming out of the wall for the thing to work properly.

So I just kept the computer on, which of course I cannot do forever. A few days later I installed a new motherboard and a second gtx 770 into the computer, along with an 850w power supply. The first time I booted the computer with all this stuff everything worked fine, and I got to play through shadow of mordor with perfect performance. I figured everything was fine at this point, so I felt safe in turning off my computer.

Now we arrive at my current problem. I can't boot the computer at all. When booting, it prompts me to launch startup repair like it used to except this time when I select an option something even more frustrating happens. The computer will black out when trying to run startup repair, and all the devices I have connected to it through the motherboard turn off. I cannot even turn off the computer with the power button, instead I have to either flip the power supply switch or unplug it. Like I said earlier, I've suspected this is a problem with the power coming out of the wall so I used an extension cord to it my computer into every outlet in the upstairs portion of my house and tested the boot with each. No change.

I don't know what to do now. I really don't want to give those bastards who charged me 600$ to not fix my computer more money, so a suggestion here would be greatly appreciated. If I need to elaborate on anything please tell me. I also apologize for any poor syntax, I wrote this on my phone.

May not be related, but a new motherboard generally requires that Windows be re-installed.
