75 degrees C is pretty normal for a graphics card. Some can even reach 85-90 degrees and remain undamaged.

The hottest my R9 290X reached is 83 degrees under extreme load and it was working just fine (the second GPU reached 79).

As for the stuttering, have you tried lowering the settings to see if it still happens?
