AM1 build not showing signs of life, need help troubleshooting

My plan was to create a super cheap and compact build using the AMD am1 platform and a miniITX motherboard, but it hasn't exactly gone as planned. I don't want to send everything back, so I am hoping you guys (and gals) can help me zero in on a specific problem. Here is the problem outlined:

The motherboard I purchased is an ASrock AM1B-ITX coupled with a AMD Sempron 3850. The motherboard only requires a 24 pin power connection and the manual says it works with a 20 pin and that's what I have. Last time I used the power supply, it worked, and the light turns on when I plug it into the wall. The CPU fan is plugged in. The RAM worked the last time I used it, and I swapped in some of the RAM from the computer I'm using right now and still no dice. Tested one stick in both slots. I have an old laptop HDD that is definitely working. I am using a confirmed working power-on switch from an old computer I cannibalized. When I go to turn on the computer, with the graphics and power supply plugged in obviously, nothing turns on except the light on the power-on switch. Then, when I click the power-on switch again, nothing happens, so I have to plug in the power supply. The motherboard doesn't have a speaker/LEDS so there isn't a chance for it to tell me what is wrong.

At this point I'm thinking that it is the motherboard, but just in case it isn't, what do you think?

Sounds like it could possibly be the motherboard. I would say try the power supply from your other computer as a test to see encase the PSU is bad.

If it was the CPU typically the fans would still spin and maybe you would have beeping and other things so I kind of think the motherboard is likely the bad part.

I tried shorting the panel header. It turned the light on the power supply off. When I plugged in the old header connector I had again in, the light on it turned on. The light turned off when I unplugged the PSU. Tomorrow morning I'll try the other PSU.
