I recently completed a new build and I installed windows using the activation key of windows that I used on my old build that this new one is replacing. Windows installed as it should but for some reason I cannot open the "change PC settings" app which I need to activate windows. Im running Windows 8.1 Pro Build 9600.

Try this, open up Windows Explorer then navigate to This PC. In a white/blank spot, right click then Properties.. Now there should be a Change Product Key or Activate Windows somewhere there.
Nope. It tries to open the "metro" style settings app but to no avail. The app seemingly opens but it immediately minimizes itself on the task bar. I've updated windows completely and I am currently updating all the computer drivers. Otherwise I am at a loss as to how to fix this (I would like to connect the PC to my MS account but you need the metro settings app to do so)
