Cant set my refresh rate to 144 Hz.

Your motherboard specifies: "Supports DVI-D with max. resolution 1920 x 1200 @ 60 Hz", and from what I've read on the Intel site, HD 4600 doesn't support dual link DVI-D (which you need for the higher refresh rate), so yes, the integrated graphics is almost certainly your issue, and what is preventing you from getting higher than 60 Hz.

If the motherboard had a displayport output you might have been able to get 144Hz with that, but sadly that particular motherboard doesn't, so I guess you'll have to wait until you get a graphics card.

Oh yes, you'll definitely be able to get your monitor running at 144 Hz with that! Just use either the dual link DVI or display port output on the card, and you should be good to go.
