Things that Cannot Change
the i54690k,
16gb Ram at least 1866mhz or faster,
a decent cooler for small-medium OCs,
GPU has to be able to play BF4 max ultra settings/ no filtering, at 1080p, and at least 60FPS or higher.

hmmm, I'm not sure even with no filtering that BF4 ULTRA 60fps 1080p is possible with that card. But, I don't play BF4 so I don't 100% know.
Your motherboard you can tone way down, to something like a H81 or B85 motherboard (I know they are very cheap, but you have no choice for $800).
And why i5 4690K? I'd get a i5 4590 since you won't be overclocking.

First, I know you said its not negotiable, but 16 GB RAM is not necessary at all for modern games like BF4. If thats all your doing at the time (meaning your not rendering video, listening to music and gaming) then 8 GB is all you need.
Second, a gold rated power supply isn't necessary. I'm not entirely sure how much it will affect your electric bill, but it'd be better to get a $70 Bronze rated and put that money into your GPU, which is the weak point of the build. With the money you save you could afford a 770.
Finally, here is a nice $600 build.

I do want to overclock.
and a 270x GPU will do it just fine, at ultra textures, and no filtering, but with Filtering im not sure.

Bro in this budget, what you are asking is ideal. Check this build in Intel. Not overclockable but then it is budget limit otherwise grab AMD. What is it with Amazon only?

ditch the 16, go with 8. you can add another stick in the near future, most of us here have 8gb (i play bf3/bf4 everyday)
i have a 670, but i play at medium settings most of the time (to get close to 120fps). i just want things smooth, than have the extra eye candy. i don't really stop and look at how shiny things are when i am busy killing the enemies
but of course, that is just me. i do set a few things to HIGH, but check my fps so that it is still high enough. Medium is not that bad, actually, high and ultra is not that far apart in terms of looks, you will only notice it if you stop and look. low is ugly though.
