According to pcpartpicker there's only a $2 price differences; I say fork out the extra cash and while the differences are not that signficant, I lean towards spending a little more and getting the better parts now as you will enjoy it much more later. Conversely if you can't afford the price differences it won't be too much of a drop off but the better parts the better settings you can maintain throughout more situations; ie during a raid party you have a higher chance of suffering in terms of fps the lesser components you put together. However, it may be something like 7fps less not 20fps drops between the 2 chips. I always recommend instead of skimping on parts that you wait a paycheck or two and get the better components when you can.

Simple answer is yes but during a raid your fps will go down. How much depends on the servers, your internet connection and the strength of your system. It should be smooth enough to enjoy but you may have some small momentary lag, stutter, etc unless you have a $3,000+ machine; at this level it's not a significant loss or gain but every bit counts.
