i7 4790k locked at 800mhz

I have a i7 4790k running in a Asus Maximus VII Gene with the newest BIOS. THe processor is locked at 800mhz, even while running Prime95. When I look in XTU it says its at 100% thermal throttling, however in Prime95 its only hitting 65C.
Any help is appreciated,

How would I go about doing that? I have my core clocks set to 40x in the bios since im just testing my build until I put it under water next week.

that did exactly nothing prime95 and 800mhz still
Edit: i keep hearing about slow mode switches and TGR switches. Could ther be one of those on my board?

If you have only just got this problem, some new software or BIOS must have caused it.

If it is a new processor, it might be defective.

one thing. is there a slow mode or tgr switch on my board ive been digging and i can't find proof either way

Try rolling back your BIOS.
