I just bought this pc http://www.newegg.com/Product/Product.aspx?Item=N82E16883229536R. Testing games like Ryse Son of Rome on it and getting only 15 fps on ultra settings. But this guy over here have the same processor and video card Ryse: Son of Rome - AMD FX 9590 Test 8 Core Usage…: http://youtu.be/wohU9LE6sug And his fps is around 40. Why?

Admirable
Check the temperatures of your GPU and CPU (there's lots of free software you can use like speedfan and HWMonitor)

Make sure you have downloaded the latest graphics card drives from the AMD website.

Are his settings EXACTLY the same as yours? Does he use a different anti-aliasing for example?

I have the latest AMD drivers (14.9.1) The temp of CPU and GPU are for both are always between 57C-58C while playing Ryse Son of Rome. I am playing Russian edition of this game and I turned off Supersampling in the game and something called Fast Switching of Files. It Gave me 60fps. But game don't look any different without them which is awesome and weird. Also, playing with 3d app settings in amd catalyst control, multisampling or supersampling doesn't do anything with the game visually.
