network adapter problem

i have this problem that has just occurred this last week. for some reason the network adapter is slowing my internet speed from 30mb to 5mb. i noticed this problem when viewing video clips and buffering was visible and prolonged on most occasions on facebook. i done a speed check at speedcheck.net and there i seen this speed. i uninstalled the network adapter in device manger and reinstalled via look for hardware changes and they installed automatically, after doing this the speed increased to 30mb immediately but after disconnecting from the net on test or by restarting the problem comes back down to 5mb once more and i need to do it all over again.

i reset my virgin media router to factory setting even though i had not made any alterations but to no avail.
i have scanned my lappy with Mbam, housecall, awdCleaner and comodo, i have also uploaded an hjt to a reader site which showed no problem either.

i have a desktop pc too with a wireless adapter and there is no problem with that one.

lost off and confounded i would appreciate help
