Will the stock cooler handle it or do I have to get a CPU cooler

It should be... While your cpu is loaded in turbo boost you may monitor your cpu temp with Coretemp and Prime95 or other app that monitors core temp.
The stock cooler should be fine with turbo boost. But you have to take into consideration that cpu cooler is not the only component inside your casing exhaust heat/ hot air, there is gpu, motherboard caps heat sink, etc.. It is a good practice to have good air flow and a well ventilated casing, turbo or non-turbo mode.

If you do get an aftermarket cooler, it should be able to stay boosted for longer periods, or all the time. You can even force it to that frequency in the BIOS.

If you only want the answer stock cooler can handle turbo boost, I already gave my answer and suggestions...
But considering you want a better computing in turbo mode, Eximo is correct. In addition.. stock fan is too noisy (will be more at turbo) and it will not lower the temp compare to after-market fans can do.

So is there a cheapish after market cooler that would be good. Also I have a Zalman Z5 Plus case with all 5 fans installed, ASRock h97m pro4 & a GTX 970

Your i5-4590 is Haswell - socket 1150.. I am afraid it will not fit to your motherboard or cpu.
You may find more budget-friendly cpu fan that's fine as long as it supports LGA1150 socket and also will not obstruct your ram. :)

Hyper 212 Evo is slim, it should be fine..
(clearance from the edge of cpu about 26mm to your ram)

Your i5-4590 is Haswell - socket 1150.. I am afraid it will not fit to your motherboard or cpu.

1150 1155 and 1156 all have identical spacing. Many vendors refer to it as 115x

I was wrong about that. When I click the link from OP, first thing I searched was the list of supported cpu and the dimension. I never thought in the product maybe came out before Haswell release so it's not in the list... There is also no 1155 in the list only 1156, I was not sure 1156 hole pattern and Heatsink back bracket/plate has the same hole. Then when I went to ARCTIC website, I saw a the performance with i5-4670K - Haswell.
