Greetings ladies and gentlemen, a tad new to this site so please bare with me.

A few months back I had a personal problem with the fan for my MSI GE60 laptop which I personally use for school purposes (graphics design) but suddenly the fan in itself started to behave erratically which resulted in me having to replace it completely(loud noises).

(Fan of which I replaced)

Though afterwards things went for the absolute worst, with my CPU Usage suddenly reaching a ludicrous amount (100 when using Google Chrome) and my fan spinning uncontrollably when doing the simple of tasks.

This is hampering my work with Photoshop since I keep encountering random freezes, high CPU usage and my pc games being unplayable and crashing.

Specs:

MSI GE60-ONC

RAM: 8GB
CPU: Intel Core i5-3230m @ 2.60GHz

Problem: New fan refusing to stop speeding and CPU problem when using simple tasks.

Compatible, an exact copy of the original one that was specifically for this laptop brand.

And what do you mean by fixed rpm/variable ?

Sounds silly but did you make sure you fitted it correctly? sounds to me like the CPU is getting way too hot, so the MB is telling the fan to spin like crazy to compensate. If a CPU gets too hot it will protect itself and lower voltage or even shut down the machine.

i've never really messed around inside a laptop so not sure how they go together tbh.

It's fitted perfectly without alternating anything, and it doesn't appear though that the CPU itself is getting hot even though it results in my programs randomly freezing (especially when I do my work on Photoshop and Adobe Flash which is quite infuriating).

Best thing to do would be to remove the fan check that there is no lint plug between heat sink fins and fan.

Check cpu temps using HWINFO : http://www.hwinfo.com/
another reason cpu throttling chances are that your cpu heat sink compound is dried up or not touching cpu surface properly, best thing to do is to remove the cpu heat sink carefully clean old paste off using rubbing alcohol and applying good quality cpu heat sink compound.
If cpu temps are normal then malware/virus is to blame ZeroAccess can cause this type of problem, some bootkits and ad bots
