Hi, I recently purchased a HP 250 laptop running windows 8.1 (2.40ghz / 4.00gb ram) I have ran LatencyMon and found out my CPU is being throttled, I have optimized the laptop and removed any unnecessary programs but I am still having issues. Can anyone help or suggest how to fix this issue?

The reason @GhislainG asked what you were doing to keep it busy, is that if there is nothing to do, the CPU PURPOSEFULLY slows down. Have you switched the power profile to "HIGH PERFORMANCE" ? Usually that will force the CPU to not slow down even if there is nothing to do.
BUT in a laptop where cooling is difficult, the best thing to do is to allow the CPU to regulate itself to lower the total power used and lower the heat generated.

At idle it definitely doesn't need to run faster than 1535 MHz; it could even run at a lower speed. Run Prime95 or Intel Burn Test and your CPU will run at full speed, but the battery's charge will decrease quicker. Most processors are like that; my 3.4 GHz (3.9 GHz burst speed) i7-3770 usually runs between 1570 MHz and 1800 Mhz because it isn't busy enough.

These speeds was when I was running Traktor.
What could be using up my CPU apart from Traktor?
I would try running Prime95 and checking the CPU speed. If it doesn't max out then there could be problem. What you have done should cause CPU to run full. Were you running on battery of AC adapter? Have you checked to see if HP has any power management software installed?

I don't know why you expect Traktor to use 100% of your CPU, but it definitely doesn't. Start Task Manager and tell us what the CPU usage is. Then check what CPU percentage is used by Traktor. Unless the CPU utilization is high, there's no reason for the CPU to run at full speed and drain the battery.

Sorry I have got this wrong, what I meant was when I am running Traktor I still get audio/latency issues even tho my controller has its own soundcard. I have spoke with Native Instruments and received this reply after running a few tests:
Hi Richie have you also checked your BIOS for CPU throttling / Speedstepping / energy saving? Check also for BIOS updates.
If you cant manage to set your CPU to full speed, then please get in touch with
the systems manufacturer, send him the screenshot of LatencyMon, and ask for
assistance on this topic.
