CPU overclocking help

I changed the multiplier from 32 to 35, but it's still at stock speeds, I've disabled Intel speedstep among other options I can't remember.

That shows the problem I'm having, the motherboard on the BIOS acknowledges it's running at 3.5 GHZ but CPU-Z knows it can go to 35 but it's stuck displaying at 32. Speccy just displays that it's running at a core multiplier of 32
